WADA publishes revised International Standard for Code Compliance by Signatories (ISCCS) to come into effect 1 April
The World Anti-Doping Agency (WADA) is pleased to publish the revised International Standard for Code Compliance by Signatories (2024 ISCCS) following its approval by WADA’s Executive Committee (ExCo) on 11 March 2024. The updated Standard will come into effect 1 April 2024.
The ISCCS sets out the relevant framework and procedures for ensuring Code Compliance by Signatories, including:
-
the roles, responsibilities, and procedures of the different bodies involved in WADA’s compliance monitoring function;
-
the support and assistance that WADA will offer to Signatories in their efforts to comply with the Code and the International Standards;
-
the opportunities and support that WADA will offer to Signatories to correct Non-Conformities before any formal action is taken;
-
and the processes to be followed if a Signatory fails to correct the Non-Conformities with regard to Signatory Consequences, Reinstatement and the opportunity to appeal decisions at the Court of Arbitration for Sport (CAS).
The ISCCS revision process was first initiated in June 2022 with the goal of refining the Standard based on practical experience of its implementation since 2018 when the Standard was first launched and lessons learned from the CAS case involving the Russian Anti-Doping Agency. In June 2023, a second stakeholder consultation was launched, the results of which were presented to and approved by the ExCo in November 2023, with the exception of Annex B4 which was deferred for further consideration and then approved at the ExCo’s March 2024 meeting.
Some updates of particular note are those related to Education requirements, National Anti-Doping Organization (NADO) operational independence, and Signatory consequences as they apply to government representatives.
A comprehensive list of the revisions can be found in the Summary of Changes. Additionally, the redlined version of the 2024 ISCCS (against the 2021 ISCCS) can be found here.
