WADA removes four National Anti-Doping Organizations (NADOs) from compliance watchlist and provides update on the compliance of the NADOs of Pakistan and Uruguay and the Uganda Olympic Committee

The World Anti-Doping Agency (WADA) confirms that the following four NADOs have successfully addressed the non-conformities with the World Anti-Doping Code (Code) that were asserted against them and have therefore been removed from the compliance watchlist: 

  • Namibia*   
  • Panama   
  • Samoa    
  • Senegal   

*National Olympic Committee (NOC) acting as NADO  

These NADOs were added to the compliance watchlist at the Executive Committee (ExCo) meeting of 12 September 2024, following the ExCo’s endorsement of the recommendation of WADA’s independent Compliance Review Committee. As per the International Standard for Code Compliance by Signatories (ISCCS), this gave the NADOs four additional months to execute their corrective action plans.   

In the cases of Namibia, Samoa, and Senegal, the non-conformities related to unresolved issues highlighted during the Code Compliance Questionnaire (CCQ) process from 2023. The case of Panama was related to national legislation that was not compliant with the Code.  

 

Update on the compliance of the NADOs of Pakistan and Uruguay and the Uganda Olympic Committee (UOC)  

The NADOs of Pakistan and Uruguay and the UOC (acting as NADO) were also added to the compliance watchlist at the 12 September ExCo meeting, due to outstanding non-conformities resulting from the 2023 CCQ and in the case of the UOC, also due to national legislation that was not compliant with the Code.  

At the end of the watchlist period (12 January 2025), these issues were still unresolved. Therefore, as per Article 8.4.5 of the ISCCS, WADA sent each of the three organizations a formal allegation of non-compliance on 13 January 2025. The corresponding proposed consequences and reinstatement conditions can be found below: 

Per Article 9.3.1 of the ISCCS, each of the organizations has 21 days to either dispute WADA’s allegation of non-compliance and/or the consequences and/or reinstatement conditions proposed by the Agency. The decisions (including the consequences) will enter into force on 4 February 2025, unless the organizations address their non-conformities or challenge the decisions by 3 February 2025 at midnight EST.  

Therefore, the purpose of this communication is to provide sufficient time for other Signatories who may be impacted by these cases to prepare in case the consequences do come into effect on 4 February 2025. In the meantime, the consequences do not apply, and WADA will update Signatories on or around 4 February 2025.
