WADA confirms non-compliance of the National Anti-Doping Organization of Sri Lanka

The World Anti-Doping Agency (WADA) confirms that, effective today the National Anti-Doping Organization (NADO) of Sri Lanka has been declared non-compliant with the World Anti-Doping Code (Code).   

At its meeting on 27 March 2025, WADA’s Executive Committee (ExCo) endorsed the recommendation of WADA’s independent Compliance Review Committee (CRC) to add the Sri Lanka NADO to the compliance ‘watchlist’.   

The Sri Lanka NADO was added to the ‘watchlist’ in connection with compliance proceedings resulting from a review of its legal framework. As per the International Standard for Code Compliance by Signatories (ISCCS), by adding the NADO of Sri Lanka to the ‘watchlist’, the ExCo gave the NADO four additional months to execute their corrective action plan.     

As announced on 29 July 2025, at the end of the watchlist period the required amendments to the legal system had still not yet been adopted. On 28 July 2025, WADA sent the NADO a formal notice of non-compliance.  The Sri Lanka NADO did not dispute WADA’s allegation of non-compliance, the proposed consequences of non-compliance, or the proposed reinstatement conditions within the 21-day deadline provided in the formal notice. As a result, in line with Article 9.3.1 of the ISCCS, the alleged non-compliance is deemed admitted and the consequences and conditions of reinstatement accepted. Accordingly, the formal notice sent to the Sri Lanka NADO on 28 July 2025 is now a final decision enforceable with immediate effect.  

As recommended by the CRC and approved by WADA’s ExCo, in accordance with Code Article 24, ISCCS Article 10, and Annex B of the ISCCS, the following consequences and reinstatement conditions are imposed on the Sri Lanka NADO.  

A separate note will be sent to other Code Signatories to assist them in implementing the consequences applicable to the Sri Lanka NADO.
