Summary

The purpose of this study is to examine the practical challenges faced by the World Anti-Doping Agency (WADA) in harmonizing drug testing practices across National Anti-Doping Organizations (NADOs) by investigating the perceptions of Regional Anti-Doping Organizations (RADOs) responsible for supporting new anti-doping regimes. The goal is to gain insights into the difficulties encountered by RADOs in implementing anti-doping policies and contributing to global harmonization.

Methodology

The research employed a qualitative approach, using semi-structured interviews to gather data from RADO managers, chairs, and board members. A purposive sampling strategy was used to select participants with relevant expertise and experience. The interviews were conducted via video calls and questionnaires, ensuring a diverse representation from different regions. The data were analyzed using NVivo software to identify key themes and dimensions related to the perceived legitimacy of WADA's actions and policies.

Results

The study identified four key dimensions that influence perceptions of WADA's legitimacy: Objectives and Sanctioning, Organizational Staffing, Anti-Doping System Structure, and Local Consideration. Participants acknowledged the need for a global regulatory body like WADA but highlighted challenges such as resource limitations, procedural inconsistencies, and lack of local context consideration. The findings revealed that while WADA's support and expertise are valued, there are concerns about the effectiveness of compliance monitoring and the need for more tailored approaches to address regional differences.

Significance for Clean Sport

This project provides valuable insights into the challenges faced by RADOs and early-stage NADOs in implementing anti-doping policies. By understanding these challenges, WADA can develop more effective strategies to support compliance and enhance its legitimacy as a global regulator. The study emphasizes the importance of considering local contexts and fostering collaboration between established and developing anti-doping organizations. The recommendations derived from this study can guide future strategies for enhancing harmonization and collaboration among NADOs and RADOs, ultimately promoting cleaner and more equitable sport practices.
