WADA update on the compliance of the Organisation Camerounaise de Lutte contre le Dopage dans le Sport
Further to the World Anti-Doping Agency’s (WADA's) Executive Committee (ExCo) meeting of 11 March 2024, WADA wishes to provide an update regarding the ExCo’s decision to endorse the recommendation of WADA’s independent Compliance Review Committee (CRC) to add the Organisation Camerounaise de Lutte contre le Dopage dans le Sport (Cameroon NADO) to the compliance ‘watchlist’.
As per the International Standard for Code Compliance by Signatories (ISCCS), by adding the Cameroon NADO to the ‘watchlist’, the ExCo gave the Cameroon NADO four additional months to execute their corrective action plan.
The Cameroon NADO was added to the ‘watchlist’ because of its failure to address non-conformities within their anti-doping program as identified through the Code Compliance Questionnaire (CCQ) exercise.
At the end of the watchlist period, several non-conformities were still not resolved. Therefore, as per Article 9.2.3 of the ISCCS, on 12 July 2024, WADA sent the Cameroon NADO a formal notice of non-compliance. The Cameroon NADO now has 21 days following the date of receipt of the formal notice to dispute WADA’s allegation of non-compliance and/or the consequences and/or the conditions of reinstatement proposed by the Agency, or accept the allegation of non-compliance, in line with Article 9.3.1 of the ISCCS. The decision (including the consequences) will enter into force on 5 August 2024, unless the decision is challenged by 2 August 2024 at midnight EDT.
Therefore, the purpose of this communication is to provide sufficient time for Signatories to prepare in case the consequences do come into effect on 5 August 2024. In the meantime, the consequences do not apply, and WADA will update Signatories on or around 5 August 2024.
The proposed consequences for the Cameroon NADO can be found here.
Compliance ‘Watchlist’ Update
Also, on 11 March 2024, the ExCo endorsed the recommendation from the CRC to add the following five Anti-Doping Organizations (ADOs) to the compliance ‘watchlist’ (in addition to the Cameroon NADO):
- Bahamas NADO
- Peru NADO
- Sri Lanka NADO
- Vietnam NADO
- World Wheelchair Rugby
Since then, these ADOs have taken the necessary steps to resolve the relevant corrective actions and have been removed from the ‘watchlist’.
