WADA adds the National Anti-Doping Organization of Kenya to the compliance ‘watchlist’

As part of a circulatory vote that ended on 30 October 2025, the World Anti-Doping Agency’s (WADA’s) Executive Committee (ExCo) endorsed a recommendation of the Agency’s independent Compliance Review Committee (CRC), to add the National Anti-Doping Organization of Kenya (ADAK) to WADA’s compliance ‘watchlist’.

ADAK was alleged as non-compliant at the ExCo meeting of 11 September 2025 due to its failure to address several critical requirements following an audit carried out by WADA in May 2024.

As communicated by WADA on 3 October 2025, significant and demonstrable progress was made by ADAK following the ExCo meeting of 11 September 2025 and before the expiration of the 21-day deadline for ADAK to accept the allegation of non-compliance or challenge it before the Court of Arbitration for Sport (CAS). In particular, ADAK developed a corrective action plan outlining how it intends to address, within a four-month period, the outstanding critical requirements identified through the audit. This led WADA Management to refer the matter back to the CRC for further consideration.

On this basis, and in line with Article 9.3.1.2 of the International Standard for Code Compliance by Signatories (ISCCS), by adding ADAK to the ‘watchlist’, the ExCo has given it four months to execute its corrective action plan.

If by 2 March 2026 the non-conformities have not been corrected to the satisfaction of the CRC, ADAK will be sent a new formal notice alleging non-compliance with the Code, without the need for a further decision by the ExCo.

As such, and as mentioned in the communication from 3 October 2025, the non-compliance consequences for ADAK do not apply at this stage. WADA will continue to provide further updates as necessary.

There are currently three non-compliant Code Signatories, namely the National Anti-Doping Organizations of Russia and Sri Lanka, and the International Fitness and Bodybuilding Federation (IFBB). For more information on these Code Signatories and their respective consequences, please visit the ‘Global list of non-compliant signatories and applicable consequences’ page of WADA’s website.
