The International Olympic Committee (IOC) and International Paralympic Committee (IPC) rules require that National Olympic Committees (NOCs) and National Paralympic Committees (NPCs) agree to implement the Code.

In addition, under the Code, in countries where there is no established National Anti-Doping Organization, the responsibility of anti-doping activities reverts to the NOC.
